David Holmes, a top staffer at the U.S. Embassy in Ukraine, testified in a Trump impeachment hearing that Energy Secretary Rick Perry gave Ukraine President Volodymyr Zelensky a list of “people he trusts” during a meeting Holmes attended. “Secretary Perry told President Zelensky that he could seek advice from the people on this list on issues of energy sector reform,” Holmes testified. Media reports have indicated some of Perry’s contacts were later awarded lucrative oil and gas contracts in Ukraine. Holmes publicly testified on Nov. 21 before the House Intelligence Committee.
